My neighbours have caravans parked on their drive and back garden with people living in them. Is this legal?

Can you advise if it is legal for my neighbours to use their drive and back garden to park caravans with at least one person living in each of them? As a caravan is a temporary dwelling, would somebody living in it permanently, change the status? Would there be council tax implications for the people living in those caravans?

You should report this to your local planning department. Permanent residence in a caravan requires planning permission.
