Roofing contractor removed concrete flashing and didn't return to replace it resulting in leaky roof: can we get a survey done and charge him and who pays for the repairs?

We recently instructed a roofer to replace our concrete flashing on the roof of our 2 bed terraced Victorian house. He turned up, spent a day remove the concrete flashing, then left. It has since rained, and after looking up in the loft I have found: 1. significant drips/dribbles from the roof onto boarded floor; 2. damp roof beams in places; 3. stained bricks on inside; 4. water pooling on underside of roof covering. I'd like to know if he is at fault (the problem would not have happened if he had replaced the flashing the next day as he said he would) and a) if we can pay for an independent internal roof inspection and charge him? and b) who is liable for the repairs?

You entered into a contract with the builder. The contract whether verbal or written requires the builder to conduct himself with a reasonable  level of skill and care.

The water ingress you have suffered is a clearly foreseeable event and you are entitled to claim for all damage and the cost of remedial work.

You may need to get independent verification of how any damage was caused from a surveyor and the cost of this can be charged to the builder.
