Worker undertaking guttering unbeknown to me was working "out of hours" and did not finish job: how do I get his full name and what action can I take against him?

I thought I was engaging a firm of roofing contractors, but the person who came to view job and gave verbal estimate was not actually employed by the firm when he did the work, but was working 'out of hours'. He did the work and was paid but did not finish off the guttering, saying he would return with the parts. He did not return - I have chased him numerous times, he just says 'sorry, I will come on Saturday' but never does. After a year I assume he is not coming back. I know his address, and his first name. I do not have a receipt for the work. Because of the missing guttering, water has got in and caused damage to the house. What can I do and how do I find out his surname?

You can sue him for the cost of remedial works including installing the guttering and making good the damage.

If you know his address a £5 search at the Land Registry will tell you the owner. If he is renting, the Landlord may be willing to give this information.
